Senior Manager, AML Special Risk
Your Opportunity
The position is within the Financial Crimes Risk Management (FCRM) organization. The organization assists in the assessment of Anti-Money Laundering (AML) risk presented to our business and the affirmative commitment to comply with laws and regulations governing money laundering activities, those identified under OFAC, as well as other financial crimes. A key objective of the organization is our ongoing commitment to the corporation’s abilities to meet regulatory obligations.
Responsibilities of FCRM extend beyond the AML program and include the Corporation’s Anti-Bribery and Identity Theft Program, Internal Investigations, and the safeguarding of customer and corporate assets against Fraud.
We are currently seeking a Senior Manager responsible for identifying and analyzing the most complex AML Special Risk cases, MRB screening, identification of deficiencies in processes, creation of trainings
and industry related findings andassist in creation, enhancement, and remediation of procedures. The Senior Manager will be tasked with performing full investigations and consulting HRA/EDD team
members on time-sensitive cases. In addition, this person will also be responsible for the completion of the monthly Plan of Supervision (POS) and escalating or presenting findings to the director and senior
team managers for AML Special Risk as well as providing coaching to analysts.
The successful candidate will also develop partnerships with internal and external business partners for Charles Schwab & Co., Charles Schwab Bank, Charles Schwab Futures, as well as others.
What you’ll do:
On a monthly basis this individual will complete the required Plan of Supervision (POS) reviewing alerts decisioned by analysts covering Negative Media, PEP, AML closures and items from the AML Risk Referral intake tool. They will look for consistency in noting and decisioning processes
Perform all of the core functions of the AML Special Risk Team (PEP, Negative Media, MRB Scrub, Closures) , with a focus on priority cases, and those that require advanced knowledge and analysis. The advanced skills required for this role include the ability to independently define a risk-based review and defend the outcome in their own work and the work of more junior team members.
The individual should be conversant in project management particularly in dealing with larger projects entailing coordination between multiple departments and/or vendors. Defining requirements and determining scope of work.
•Additionally, this individual will:
Possess subject matter expertise in areas that may include, but is not limited to:
- Identification of procedural and process gaps, manipulation and report creation of large sums of data, review and analysis of complex organizational structures;
- Utilize, strong written and verbal presentation skills, knowledge of AML red flags and industry trends, and expert decision making skills to craft AML Special Risk narratives to reflect outcomes of the most complex cases.
- The ability to make decisions that take risk to the Firm, risk to the reputation of the Firm, and market risk into consideration when evaluating individual investigations and those of more junior investigators;
- Provide product and process specific training, consultation, and oversight to more junior team members regarding their approach in analyzing outcomes of data and research;
- Ability to independently apply and edit AML Special Risk Policies and Procedures to mitigate risk of the most complex AML Special Risk cases and closures submitted by internal partners
- Take responsibility for collaboration and escalation to FCRM Leadership, and when necessary, to (more) Sr. Leadership, Corporate Compliance, Deputy and Compliance Officers, International Compliance Officers, and others;
- Strong understanding and ability to apply industry regulations in order to ensure team compliance with Firm’s policies and procedures;
- Drive business results by acting as a subject matter expert, fostering an environment that creates process efficiencies, leading project initiatives, and ensuring the
implementation of projects within the department; - Liaise with business partners, testing, audit and regulators.
What you have
- Expert knowledge of AML/BSA policies, regulatory requirements, and trends within the brokerage and bank industries.
- Ability to convey information and subject matter expertise, train and guide junior members in taking a risk-based approach to analysis of data, customer behavior and patterns of activity.
- Working knowledge of broker-dealer businesses, FINRA rules, federal securities regulations, and securities industry practices.
- Working knowledge of Schwab’s systems, products and services.
- Proven ability to identify and solve complex issues in a team environment working with various levels of management and business partners.
- Excellent communication, problem solving, and presentation skills to influence and build consensus among team members and leadership.
- Ability to objectively review team member’s work and provide critical feedback.Strong organizational skills with ability to work on multiple assignments while meeting strict regulatory deadlines.
- Strong experience in developing processes and procedures with a goal of continuous improvement.
- Advanced skills in analyzing complex sets of data, synthesizing results and communicating results both verbally and in writing.
- Microsoft Office Suite experience, including the creation of spreadsheets and PowerPoint Tools.
- In-depth knowledge surrounding specific/specialized client types (ie. MRB, tribal, casino, high-risk-jurisdiction, high risk industry). Including, but not limited to, identification of client,
typologies/red flags and risk mitigation. - A bachelor’s degree or equivalent work experience in the brokerage, bank, and/or AML Risk/Compliance industries.
Preferred:
- Strong understanding of Schwab’s MRB Policies and state and federal laws impacting MRBs.
- Certified Anti-Money Laundering Specialist (CAMS) and/or Certified Financial Crimes Specialist (CFCS) preferred.
- At least five years of AML, and or law enforcement, intelligence and regulatory experience preferred
