International Services is a diverse and multi-faceted organization. We not only support retail clients around the world but also a variety of internal partners and domestic clients through governance, subject matter expertise, translation capabilities and global product management. The Schwab International team is a business unit dedicated to empowering investors who reside inside and outside of the United States with the tools to trade globally. International Services provides trading and service support for non-U.S. based clients who are both U.S. citizens and non-U.S. citizens.

Within International Services, the Global Governance and Risk (“GGR”) team provides leadership and strategic support for policy, governance and control management, and partners closely with organizations across the three lines of defense to effectively manage risk as we help investors around the globe harness the security and prosperity of the US market. As a 1st Line of Defense Risk Management Team, GGR is responsible for the design, maintenance, and maturation of International’s risk management and governance infrastructure that safeguards the Firm while enabling International’s key strategic and regulatory initiatives.

We are seeking risk-savvy professional with a strong interest in Schwab’s International business to join our Global Governance & Risk team as a Manager. This role will report to the Director of International Policy & Risk Programs and is responsible for executing the Risk & Control Self-Assessment (RCSA) program and overseeing the lifecycle of control management within the International business. This role ensures risks are properly identified, assessed, and mitigated through effective control design and operation. This role will partner with business process owners, Compliance, Legal, Operational Risk, and other second and third-line risk teams to maintain a robust control environment and support regulatory and internal policy expectations.  Elements of this role will often require quick turnaround on deliverables and may require early or after-hours meetings with our international affiliate partners in Europe and Asia.

What you are good at – Key Responsibilities

RCSA Program Execution:

  • Support the end-to-end execution of the RCSA program and related deliverables for International Services in alignment with enterprise standards and RCSA program requirements.
  • Assist in risk identification/assessment and control assessment workshops with process owners and subject matter experts.
  • Help validate control coverage for identified risks and ensure control design adequacy and operating effectiveness.
  • Contribute to analysis of control gaps and residual risks, elevating concerns as appropriate.
  • Coordinate quarterly, annual and event-driven RCSA deliverables, ensuring documentation is current and reflective of current business activities.
  • Partner with various International business and 2LOD teams (e.g. Compliance, FCRM, ORM) to support enterprise risk program change management activities and associated implementation activities. 

Control & Issue Inventory Management

  • Maintain and support updates to an accurate and comprehensive control inventory, aligned to business processes and risk.
  • Review and provide input on new or modified controls to ensure alignment with risk appetite and business objectives.
  • Coordinate with control owners to validate control narratives, testing frequency, and evidence requirements.
  • Support efforts to design and develop new controls to support the business’ growth and various strategic efforts.
  • Assist in identifying opportunities to modernize controls, streamline workflows, and reduce manual intervention.
  • Track and execute remediation of emerging trends and issues in partnership with business process owners

Testing & Monitoring Support

  • Collaborate with testing teams to ensure timely and effective execution of testing plans.
  • Assist in documenting and analyzing control deficiencies including root cause.
  • Define, refine, track, and report on metrics (e.g., Business Unit Risk Appetite Metrics, Key Risk indicators) that reflect business risk exposure.

Reporting & Governance

  • Prepare and maintain risk and control reporting for various governance forums
  • Support management of the risk metric program, ensure continued alignment with second-line risk standards and enterprise-wide practices

Risk Culture & Advisory

  • Partner with internal teams to support the adoption of risk culture principles and alignment enterprise risk practices.
  • Help drive awareness of risk and control responsibilities within the business.
  • Provide support for various projects & initiatives initiated by the business to ensure effective risk management and controls.

What you have


To ensure that we fulfill our promise of “challenging the status quo,” this role has specific qualifications that successful candidates should have.

Required:

  • 2-5 years of experience in risk management, supervision, internal controls, audit, governance and/or control-focused roles within financial services, preferably with exposure to International business
  • Bachelor’s degree in business, finance, accounting, risk management, or related field
  • Professional certifications (CRMA, CIA, CPA, CISA, or similar) a plus
  • Series 7, 63, and/or 9/10 licenses are preferred, but not required

Preferred:

  • Proficient understanding of RCSA methodology, control lifecycle management, and operational risk frameworks.
  • Proficient with control testing, audit preparation, issue management, and governance reporting
  • Proficient in Excel, PowerPoint, and various other system & database tools and solutions including the suite of Microsoft applications.
  • Familiarity with enterprise risk framework and regulatory risk principles.
  • Open to new approaches, adaptable to change, and maintains a positive outlook during transitions.
  • Strong relationship management skills (negotiating, collaborating, influencing).
  • Strong problem-solving and analytical skills; ability to bridge technical systems with risk needs
  • High attention to detail and documentation
  • Knowledge of risk and control tools/systems
  • Comfortability with technical control design and logic
  • Ability to articulate process improvements in a structured, scalable, and risk-aligned way

 In addition to the salary range, this role is also eligible for bonus or incentive opportunities
