International Services is a diverse and multi-faceted organization. We not only support retail clients around the world but also a variety of internal partners and domestic clients through governance, subject matter expertise, translation capabilities and global product management. The Schwab International team is a business unit dedicated to empowering investors who reside inside and outside of the United States with the tools to trade globally. International Services provides trading and service support for non-U.S. based clients who are both U.S. citizens and non-U.S. citizens.
Within International Services, the Global Governance and Risk (“GGR”) team provides leadership and strategic support for policy, governance and risk & control management, and partners closely with organizations across the three lines of defense to effectively manage risk as we help investors around the globe harness the security and prosperity of the US market. As a 1st Line of Defense Risk Management Team, GGR is responsible for the design, maintenance, and maturation of International’s risk management and governance infrastructure that safeguards the Firm while enabling International’s key strategic and regulatory initiatives.
As the Sr. Manager reporting to the Director of International Policy & Risk Programs, you will serve as the primary policy lead responsible for managing and enhancing the International policy framework. You will partner across the business and control functions to assess policy implications, develop practical policy solutions, and help ensure International and regulatory obligations requirements are appropriately considered in business and enterprise initiatives.
You will lead policy assessments related to business, regulatory, and operational changes and translate their impacts into clear, actionable requirements. The role requires strong policy judgment, technical writing, stakeholder management, and the ability to navigate competing business, regulatory, client, and risk considerations. You will also identify opportunities to simplify and improve policy-related processes, including through appropriate use of AI-enabled capabilities.
Success in this role requires the ability to provide informal leadership across a broad stakeholder network, build alignment among diverse perspectives, navigate ambiguity, and influence outcomes through expertise, credibility, and sound judgment.
Key Responsibilities
Policy Framework Management
- Manage the development, evolution, and periodic review of the International policy framework, ensuring alignment with business, regulatory, and enterprise requirements.
- Maintain a policy roadmap reflecting business priorities, regulatory changes, identified gaps, and emerging risks.
- Lead efforts to simplify, integrate, and modernize International policies to improve clarity, consistency, and usability.
- Develop clear policy requirements and guidance that support effective risk management and responsible business activity.
Impact Assessments & Business Enablement
- Lead policy impact assessments associated with new products, services, jurisdictions, regulatory developments and business initiatives.
- Partner with business leaders and stakeholders to develop policy solutions that consider business objectives, operational feasibility, regulatory expectations, and risk.
- Identify policy implications, dependencies, and implementation considerations early in the decision-making process.
- Provide policy guidance and expertise on cross-border business activities, market expansion, policy interpretation, and regulatory changes.
Policy Guidance & Escalation Support
- Lead resolution to policy questions, escalations, business decisions, and exception requests, coordinating with appropriate stakeholders as needed.
- Provide credible challenge and risk-based guidance to support informed and appropriately governed decisions.
- Facilitate cross-functional discussions where competing business, regulatory, legal, compliance, operational, and risk considerations must be balanced.
- Ensure policy decisions, interpretations, and outcomes are appropriately documented and communicated across stakeholders.
- Escalate material or precedent-setting matters to the Director and appropriate governance forums.
International Advocacy
- Coordinate with International business and key enterprise stakeholders across Legal, Compliance, Risk, Operations, Retail, Workplace Advice Solutions (WAS), Technology, and other business functions.
- Monitor enterprise initiatives and regulatory developments for potential International policy impacts.
- Serve as a trusted subject matter expert in representing International policy requirements and client considerations in relevant working groups, governance forums, and change initiatives.
Governance & Thought Partnership
- Lead International Policy Sub-Committees and related policy oversight forums and working groups; represent International Policy in forums, driving transparency, alignment, and effective decision-making.
- Provide insights into regulatory developments, policy trends, governance considerations, and emerging risks.
- Recommend improvements to policy and governance processes that increase clarity, consistency, efficiency, and scalability.
What you have
To ensure that we have fulfilled our promise of "challenging the status quo," this role has specific qualifications that successful candidates should have.
Required:
- 4-8 years of experience in risk management, policy, supervision, internal controls, audit, governance and/or control-focused roles within financial services, preferably with exposure to International business
- Strong Knowledge of broker-dealer and advisory rules and regulations.
- Demonstrated experience developing, interpreting, or maintaining policies within a regulated environment.
- Bachelor’s degree in business, finance, accounting, risk management, or related field
- Series 7, 63, and/or 9/10 licenses are preferred, but not required

- Proven organizational skills and the ability to handle multiple priorities effectively.
- Clear, concise, and impactful communication skills, both verbal and written, tailored to the intended audience.
- Innovative mindset and a positive, professional attitude with a strong work ethic, high integrity, and a commitment to excellence.
- Proficient in Excel, PowerPoint, Word, and various other system & database tools and solutions including the suite of Microsoft applications.
- Strong relationship management skills (negotiating, collaborating, influencing).
